15th Annual Kenneth J. Arrow Award in Health Economics

The International Health Economics Association (iHEA) is pleased to invite nominations for the Fifteenth Annual Kenneth J. Arrow Award in Health Economics for best paper in health economics in 2006. In order to be eligible, a paper must have been published in a peer-reviewed journal in English in 2006.

Nominations should include a brief letter of nomination and a copy of the paper. Please send nominations by February 23, 2007, preferably by email and with a pdf of the paper, to:

iHEA DIRECTIONS

Welcome to a new section of the newsletter. The idea of iHEA directions is to provide a space for news, reports and points of discussion from the directors - members of the Board, the Executive Director and other members of iHEA staff. In an association with so many members spread across the globe, it is difficult to keep everyone in touch with what is happening and how the Association operates. Moreover, we are lucky that Tom Getzen, Bill Swan and other able members of staff - Chris Martin and Patrick Taylor - keep things running smoothly.

As the new President of iHEA, I am often asked two things. One, does it take a lot of time? Two, what do I want to do? Well, the answer to the first question is no, thanks to the secretariat. But as I am in Sydney, Australia, and other Board members are spread across other countries and time zones, it does require teleconferences as odd times!

I would like to achieve two goals, apart from keeping iHEA as a functional and vibrant organization. The first is a sense of more communication between the Board and members - after all the Association is its members, and you elect us. So we are starting this section of the newsletter. I hope that you will take advantage of it to ask questions and raise issues. Chances are that if you are wondering why iHEA is doing something, and why we do it the way we do, other people are also asking. And we’d like to tell you. For example, what does the Scientific Committee do, and why do we ask people to nominate for it?

My other goal is make sure iHEA lives up to the “I” in its name and has a truly international perspective. I’m sure this is influenced by the fact that I live and work in a distant country and small group of health economists compared to most iHEA members. To help this, iHEA is forming a regional council whose members will be drawn from regional and national health economics associations. This will provide a forum for the Board to hear views and perspectives from around the world. The Council will meet every two years in conjunction with the World Congress. The first meeting of the interim Council meeting will be held in Copenhagen on Sunday 8th July, just prior to the opening session of the 2007 World Congress. Invitations are being sent to all the regional health economics associations, asking for two delegates to attend this meeting. The aim of this first meeting is to include people from all parts of the world where there is some health economics activity - so please let Bill Swan know if you feel you should participate - and if you will be attending the World Congress as iHEA cannot assist with expenses.

The business of this first meeting will be to agree the structure and functions of the Council. The Board will circulate a discussion document prior to the meeting; the document is being developed by a Board Working Party whose members are as follows: from the iHEA Board - Mike Drummond, Randall Ellis, Bob Evans, Dorte Gyrd Hansen, Anne Mills, Tom Getzen; Denzil Fiebig, President, Australian Health Economics Association and Ravi Rannan-Eliya, Director, Institute for Health Policy, Sri Lanka. Please contact any of us if you have questions or suggestions before the Council meeting.

The success of this initiative rests on the extent to which the Council can draw together views and perspectives from around the world, and our ability to work collaboratively for our common aims. I think we can - but I’ll need your support.
